PLANNING COMMISSION MEETING MINUTES
May 17, 2012
EVENDALE MUNICIPAL BUILDING
The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by EPC Chairman (Council Representative) Doug Lohmeier at 6:00 PM on May 17, 2012. Attending were EPC members Rob Adams, Natasha Cavanaugh, Chris Patterson, and Mark Ferguson. Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozi (Architectural Review Board Member), and Kathy Farro (Legal advisor to EPC).
New Business:
1. Menard’s, Evendale Commons, Evendale, OH. - Review of Revised Site Plan.
Present from Menard’s was Mike Simmons. Present from Anchor Properties was Mike Ricke and Matt Grever. Present from Kinetic Vision were Rick Schweet and Jeremy Jarrett.
Menard’s presented a site plan revised after the comments during the last EPC meeting in April. Mike Simmons reviewed the changes made to the plan.
Menard’s has moved the west line of its store to 25-30’ from Evendale Commons Drive. This distance will allow for the construction of an earthen berm which will rise 6’-8’ above grade before dropping several feet to the base of the fence. The fence is based on footings that are 3’high but recessed in the ground so that only 11’ of the fence is actually visible along the road.
The west side of the site has been treated with an enhanced landscape plan the intention of which is to break the visual impact of the fence line in front of Kinetic Vision so that when the planting has grown out the bulk of the visual field will be natural plantings. To accomplish this, Menard’s in increasing the number of plants and their average caliper (from 1.5” to 2.5”.)
Planning Commission reviewed the plan from three vantage points labeled A,B,C in the presentation all along the west side of the project. It was determined that the west side improvements, with the exception of the finish treatment of the fence, were in line with EPC expectations.
Doug Lohmeier asked about the treatment for the fence, either in the form of stain or in the form of paint. At this time, no treatment has been proposed. Chris Patterson emphasized that the finish to the wall will be of significant importance to the overall impact of the project.
Rob Adams asked about parking requirements and the interconnectivity between the property and Wal-Mart. He is concerned that there is no pedestrian path between Menard’s and Wal-Mart on this proposal.
Planning Commission members noted there will be some need to address outside storage at the next meeting.
Going forward, EPC members noted the need to address how Menard’s handles the north façade of the parcel facing Glendale-Milford Road. This portion of the project in particular did not meet the Commission’s request to mitigate the impact of the exterior structure.
